ITU-T G.723.1 is a dual rate speech coder for audio and videoconferencing over public telephone networks. It is also recommended to be default audio codec for voice of the network (VoIP). This coder is a dual-rate with two excitation schemes - Multi-pulse Maximum Likelihood Quantization (MP-MLQ) for 6.3 Kbps rate and ACELP for 5.3 Kbps rate. The higher bit rate has greater quality. The lower bit rate gives good quality and provides system designers with additional flexibility. Both rates are a mandatory part of the encoder and decoder. It is possible to switch between the two rates at any 30 ms frame boundary. The G.723.1 speech coder recommendation was developed for use in multimedia platforms, in particular those specified by the H.32x series recommendations. In the design of this coder, the principal application considered was very low bit rate visual telephony as part of the overall H.324 family of standards.
